The landlord has extended numerous attempts to adjudicate the tenants' concerns in Bais Din, however the tenants refuse to go to Bais Din.
Nochum Naiman has refused to respond even after three hazmanos. Moreover, he escalated the litigation into mesirah. Accordingly, Hisachdus Horabbonim has just now issued a siruv against him.
Reportedly, this is the very first time in 30 years that Hisachdus Horabbonim has issued a siruv - indicating the seriousness of the mesira.
