The Jackson Township Planning Board on Monday night granted Preliminary and Final Major Site Plan approval to Congregation Mikvah of Jackson is seeking Preliminary and Final Major Site Plan for a single-story 11,679 Square Foot Mikvah building at 155 South New Prospect Road.
The property is owned by Khal Bnei Yaakov.
The mikvah will have separate areas for men, women, and keilim.
The architectural floor plans depict 24 changing rooms for the women's mikvah, including 4 bridal suites and 3 rooms with private entrances and 1,155 sq feet of reception area.
The Township's ordinances require 1 parking space per changing room (24 required) and 1 parking space per 400 sq feet of reception area (3 required). A total of 53 parking spaces are provided.
The site is located in the NC zoning district. The application met all of the Township's recently enacted ordinances for a mikvah in this zoning district, except for the maximum of 1 wall mounted sign of 80 sq feet and for a monument sign closer than 20 feet from a right of way. The applicant sought a variance to place 5 signs on the building. The Board deliberated heavily on this variance request. The mikvah's representatives explained that the signs are to show which portion of the building is for men, women and keilim, as well as to provide space for donor dedications. Ultimately the Board got the mikvah's representatives to agree to scale down the size of the signs by 20%.
Congregation Mikvah of Jackson was represented by Attorney Salvatore Alfieri, Esq., Engineer Haler Consulting, Architect Naftolit Gut, and Traffic Expert Scott Kennel.
Application documents indicate that South New Prospect Road will be upgraded with left turning lanes on both sides.
No members of the public raised any objections to the application.
Board Member Lisa DeMarzo was the sole voter against the application.
The Board was also scheduled to hear an application for a shul on Hyson Road. That application was carried due to the late hour.
