HOWELL, NJ — Howell Township officials are advancing a proposed overnight parking permit ordinance that critics say would directly disrupt long-standing Shabbos practices for Orthodox Jewish residents.
The ordinance, scheduled today for a first reading by the Howell Township Council, would restrict on-street parking between 1:00 a.m. and 5:00 a.m. Observant congregants who drive to neighborhood shuls before sundown on Friday and leave their cars parked until Saturday night say the rule would expose them to repeated fines simply because they are religiously prohibited from driving on Shabbos.
While township officials frame the proposal as a general response to congestion and safety concerns, critics argue the ordinance appears aimed at parking near shuls — without openly acknowledging that impact or offering clear accommodations.
Under the proposal, vehicles parked overnight without authorization could face $50 fines per night, enforced by the Howell Township Police Department.
