T-Mobile is planning to install a cellular telecommunication tower on top of the Lakewood Township Municipal Utilities Authority (LTMUA) water tower at 1000 Ridge Avenue, FAA News has learned.
The LTMUA currently leases space to multiple cellular telecommunication companies for installation of cell phone towers on top of their water towers, including the tower on Ridge Avenue near New Hampshire Avenue which has cell towers from Verizon Wireless as well as from other cellular telecommunication carriers.
In July the LTMUA solicited bids for an additional cell tower for a lease term of 5 years, with the tenant having the option of extending the lease for 5 additional renewal periods of 5 years each.
The LTMUA received one bid from T-Mobile Northeast, LLC in the amount of $36,000 for the first year and a 3% annual rate increase per subsequent year. The lease includes the right to install and maintain a single carrier, wireless communications services system.
T-Mobile will also pay LTMUA a one-time fee of $10,000 to offset their professional and staff cost associated with the necessary reviews of plans and specifications, owner inspections and other owner related activities.
T-Mobile has just filed an application to the FCC which is a prerequisite to installing the communication tower.
According to the FCC application, the new facility will consist of the collocation of antennas at a top height of 104 feet above ground level on the existing 130 feet tall water tank (including all appurtenances). The tower is anticipated to have no lights.
Interested persons may review the application for this project at www.fcc.gov/asr/applications and entering Antenna Structure Registration (ASR) Form 854 File Number "A1223429" and may raise environmental concerns about the project by filing a Request for Environmental Review with the Federal Communications Commission. Requests for Environmental Review must be filed within 30 days of the date that notice of the project is published on the FCC's website. The FCC strongly encourages interested parties to file Requests for Environmental Review online at www.fcc.gov/asr/environmentalrequest. As the LTMUA water tank is already existing, the addition of the T-Mobile cell tower will likely not require an approval from the Township Zoning Board.

Cellphone antennas are not a permitted use in any zone besides m-1. Does not matter if the water tower is existing. Zoning is r-20 wireless communication antennas are not permitted. If the zoning board gave them an approval for antennas previously then once it's approved it's approved but can still fight that it's not in the original application
Indeed, this will be an interesting determination on the part of the Zoning Officer as to whether or not this requires an additional Zoning Board approval, because the cell tower ordinance chapter does refer to applications "for an antenna and/or tower", so יש לומר that each individual antenna does require its own Zoning Board approval.
